I don’t think there is any Yellowstone cut off, at least not that many people take. So, you’ll have to make it up. I’ll be doing just that this summer.
There are trails south of Macks Inn along the west side border of Yellowstone (not the boundary trail, which I don’t think actually exists). Cut across the extreme southwestern edge of the park through Bechler. You shouldn’t need to camp overnight, hence no permit needed. Pick up Reclamation Road and hike until you can pick up a route up to and then over the Teton Crest and hit the Teton Crest Route. Run that south for about 65 miles to a road beyond ? Pass. There is a short section inside GT Park, but you could avoid a permit by avoiding an overnight stop. Hike the road into Jackson.
From Jackson, road walk into the Gros Ventre and pick up the Granite Highline, or any number of other trails, to get into the Winds.
