What fills the dirt tanks, summer monsoons or winter rain? I’m guessing monsoons 'cause several tanks were dry or almoost empty in springtime.

Why, water fills the tanks, of course! I don’t think there’s a golden rule, other than that it’ll take “enough” rain (runoff or ponding) to make 'em wet and then “enough” evaporation to make 'em dry. (“Enough” varying from place to place, season to season, and tank to tank, of course.)
Cows don’t fill the dirt tanks until the dirt tanks fill the cows. And you thought the chicken vs the egg was a foul conundrum to ponder…
