As I understand it…
Stage 1 fire restrictions ordinarily prohibit wood-burning stoves, but not liquid-fuel camp stoves.
Stage 2 sometimes includes camp stoves in general, but the official wording can be vague. Also, each FS or BLM district is free to set their own exceptions or include other restrictions beyond what a given stage would normally include. So if there are known restrictions, then probably best to call the actual ranger districts that manage the lands through which you’ll be hiking.
Stage 3 restrictions include actual closures, either on a certain district or forest-wide.
When restrictions start going into effect in April of an extreme drought year, plan to expect anything by the time May or June rolls around. Adaptability will probably be the name of the game for northbounders.
That said, I think the NF lands along the CDT in New Mexico are currently at Stage 1, not stage 2. And from what I’ve read, Mt Taylor district currently has no restrictions, nor does the Carson NF.
