A safe bet would be to purchase a copy of the Colorado Trail Databook: http://www.shop.coloradotrail.org/Colorado-Trail-Databook-DATABOOK4.htm. Many local gear shops stock this book. The databook key that indicates a full-cup of water are streams/lakes that flow well/contain water year-round.
If you are hiking southbound, keep in mind there is no reliable water source for a 20 mile stretch of Segment 27 until you reach Taylor Lake.
I hiked The first three segments of the CT in late April/Early May of this year. Both Bear Creek in Segment 1 and Buffalo Creek in Segment 3 were flowing well at that time. The last creek in Segment 3 just before reaching the Rolling Creek Trailhead was a disappointing series of puddles at that time though.

Lol h20-- don’t think 20 hydrogens form a molecule by themselves!! At least not in nature, and definitely not on the CT
