I don’t know about people who offers rides to Harper’s Ferry, but the MARC train runs regularly from DC (Union Station, which is easy to get to if you fly into Reagan International) and Baltimore (if you fly into BWI–but I don’t know about Dulles), to Harper’s Ferry. Good luck.

The Amtrak also runs every other day(or maybe just 3 days a week). It takes a little over an hour and costs $10-$25, depending on when you travel.

Amtrak to Harpers Ferry. A good alternative is to take the MARC train to Brunswick from Washington(runs much more often in the afternoons), a small walk to the Knoxville hostel, then begin hike.

nrkybill’s right, you can go to Brunswick on MARC and walk up the riverside C&O Canal Path a couple miles to the Hostel. The trains run more frequently, although still only M-F afternoons. (You can take them to HF too, but there’s only 3 per day)
As for Amtrak, their service to HF is once daily, I believe. Just start a reservation request on their website and see if the train runs on the date you’re traveling.

Also a great easy way to supply up at Brunswick. Less than a mile walk to a major supermarket.
