Have you tried the rural route bus from El Cajon to Campo? Its ten bucks, and drops you off a mile and a half from the monument. http://www.sdmts.com/RouteFiles/routes/pdf/892.pdf The 892 goes to Campo. Im sure you can find another bus from the airport to the El Cajon transfer station.
