Shelters in the Smokies

I understand that you are required to use the shelters in the Smokies (unless they are full)… I am wondering if certain shelters are dirty, in really sad shape and to be avoided if possible? Are there some that are relatively new, cleaner, watertight???

They are all over-used and dirty. Davenport Gap is fairly new and Ice Water Spring has been refurbished. I always set up a tent full shelter or not. Tri corner Knob is the worse one.
