Wow, I just talked to 2 hikers who exited the Smokies today and they said it was a zoo. Even though the shelters were packed, hardly anyone had a permit. Lots of folks just pitched their tent along the trail nowhere near a shelter. Commercial interests basically took over shelters even though they had no permits either. Arrgghh.
