The problem with man-made lakes, is often times you’re dammed if you do and you’re dammed if you don’t. A bigger problem than low water levels is that the Sierras are ablaze. Check out this article:

Yea, I’ve been hitting up VVR every couple of years since '05 and it’s only getting worse. Good news and Bad news. Good news is conservation is starting to reclaim some of the water for projects like the rehab of Mono lake (90% of all CA sea gulls go there to roost) so they’re trying to get the water level to rise to 1960’s levels. Bad news is global climate change is wiping away the glaciers and water stores that continuously replenished the lake so in late summer there is not enough to keep the lake full.
